CPSC.GOV -- These little party hats, adorned with "1st" on them should represent a happy time. Sadly, they have the potential to make for bad memories. The foil "Fringe" on the bottom can detach and cause a choking hazard. Made in China and available at Party and Discount Stores for about $4.
